Test and Evaluation: For the Navy program office for Cyber Security JTT provides subject matter experts who organize, lead, plan, and conduct all levels of Development Test as projects design, build and integrate security products, and subsequent Operational Test as projects enter Milestone C, or Milestone D (LRIP / FRIP). Classified and unclassified projects include Computer NW Defense, Cryptologic devices, Defensive Cyber Operations, Presentation and Situational Awareness web-based applications, and numerous others.
Risk Management Framework Assessment and Authorization: JTT provides numerous systems engineers serving as Information System Security Engineers and Navy Validators. These SME’s interact daily with project engineers and ensure security is baked into design, and that Connection and Operating Authorizations are achieved on time, with acceptable technical risk.
Security Product Analysis/Architecture Analysis: JTT performs impact analysis and AoA’s of proposed architectural changes where projects seek vendor product improvement for security functions such as Secure routing, Content filtering, large data ingest, Security Automation, Analysis and Response (SOAR), incident/intrusion detection, anomaly detection, and the spectrum of technologies that support security engineering.
Program Office Support: We update and provide support to program office Integrated Master Schedules, Configuration Management, Systems Engineering, Training and Installations. Project and program development models include Agile, SecDevOps, DevOps, and complex enterprise architectures including Multilevel Security WANs/LANs, and Software Acquisition Process (SWAP), for afloat and ashore platforms/sites.

Quality Monitoring and Assurance will be implemented on a Delivery Order / Task Order basis. A Quality Assurance Surveillance Plan (QASP) can be tailored for each T/O, and will describe the systematic methods to be used to measure performance, and provide opportunity for improvement in services.
The QASP will define Roles and responsibilities for individuals contributing to and executing the QASP. Roles include those of the government Task Order Manager, Contracting Officer and others as necessary, JTT Program Manager, designated QA Manager functions, and technical or administrative team leads where QA metrics will be collected or reported. It will also identify specific items to be monitored (functions, events, deliverables, processes, etc), a program schedule for reviews, specific tracking items flagged for improvement, and associated metrics, CDRLS, customer feedback, and other items specific to the task.
Items to be checked and monitored in a Quality Assurance Program would include timeliness of CDRL delivery, format, compliance, CPARS, software trouble reports over time and per thousand SLOC, time to correct deficiencies, adherence to schedule, cost controls and cost management, and other task specific items.
QA is typically applied in two disciplines of physical and software. JTT personnel are well versed with QA from a software perspective and have direct experience managing software development activities in a CMMI Level 5 continuous process improvement environment, and using an ISO 9001:2008 quality management system.
